INFLUENCE OF SOURCING POLICIES ON PERFORMANCE OF PUBLIC SECTOR IN KENYA: A CASE OF ADMINISTRATION POLICE SERVICE

Abstract


This study sought to establish the impact of sourcing policies on performance of public sector in Kenya. The study employed a descriptive research design, targeting procurement staff at Administration Police Headquarters. The specific objectives of the study were; to assess the impact of lowest bid policy and lean sourcing policy on performance of public sector in Kenya. To achieve this, the researcher reviewed both theoretical and empirical literature and proposed the research methodology that addressed the gaps identified in literature as well as answer the stipulated research questions. To gather data, structured questionnaire was used to collect data from all the 124 procurement officers because it was a census. Once collected, data was analyzed using descriptive and inferential statistics. Quantitative data was analyzed using multiple regression analysis. The qualitative data generated was be analyzed by use of Statistical Package of Social Sciences (SPSS) version 20. The response rate of the study was 81 %. The findings of the study indicated that lowest bid policy and lean sourcing policy had a positive relationship with performance in the public sector. Finally, the study recommended that public institutions should embrace sourcing policies so as to improve their performance and further research should to be carried out in other public institutions to find out if the same results could be obtained.
